Aspect of Torment Potentially Bugged - Excessive Essence Regen

With the release of Patch 1.1.1 many players are rushing back to Sanctuary to test out the new changes. After a long wait and a week of mulling over the patch notes players are getting their hands on the changed content.
As players check out old aspects and items, and rush to acquire newer versions of their old items, they're bound to run into some things that are out of the ordinary. Necromancers might notice something weird as they're probably drowning in Essence. Right now, it seems that the Necromancer's is giving a bit more Essence Regeneration than the tooltip suggests.
Baseline Essence Regen
Passive Essence Regen after a Crit
The Patch 1.1.1 notes showed that this Aspect would be receiving a sizeable buff as you can see in the excerpted notes below. However, it seems that the Aspect is giving an unexpected amount of Essence Regen.
Aspect of Torment
Critical Strikes with Bone Skills increase your Essence Regeneration by \ \]%\ for 4 seconds.
